| Financial Analyst |

This requisition is for a position with the Northrop Grumman Information Technology, Automation Technical Assistance Contract (TAC2), Aeronautical Information Management (AIM) Task Team to support the Federal Aviation Administration (FAA). This position requires a Financial Analyst to support an FAA Air Traffic Organization (ATO) customer. The individual will perform FAA ATO Service Level financial management, which will include report productions such as program spend plan development, budget formulation analysis, cost/benefit analysis, appropriations, authorizations, commitments, obligations, expenditures, remaining balance reconciliation, Resource Planning Data, OMB-300 reviews, and staffing analysis. The individual will support FAA acquisition activities including independent government cost estimate development and evaluation of cost proposals. The individual will develop and maintain databases that are generated to support other TAC2 AIM Team activities. The individual must demonstrate the ability to “connect the dots” from seemingly unrelated data, derived from various sources, in order to create meaningful metrics, plans, and reports that help executives make sound data-driven decisions. This position requires: the ability to analyze and understand the interfaces between the F&E and O&M financial and budget systems in order to verify compliance with management policy, goals, and objectives; the expert ability to use MS Excel® and ability to write data queries for reports and “what if” scenarios. Use of the DOT and FAA accounting and reporting systems such as DELPHI, PRISM, and SPIRE may be necessary. Specific support activities may be tailored to capitalize on the strengths of the candidate selected.
Job Qualifications: 6-10 years of general U.S. Government finance and budget experience. The candidate is expected to have at least 5 years experience performing FAA headquarters or regional level financial and accounting management. The ideal candidate has strong interpersonal skills and is a self-starter with a naturally courteous mindset who works well both in teams and individually. This position requires excellent written and verbal communication skills. It requires the individual to be proficient in the use of the MS Office tools suite especially, power point, excel and word. General knowledge of the FAA or aviation is required. Familiarity with the Government appropriation and FAA Acquisition Management System processes is required. A bachelor degree in a relevant financial or business functional area or aviation related field is required. The work location will be in Washington DC.
